Our Process

The Goshen Substation Project is being reviewed under New York State’s Article VIII siting process, which is administered by the Office of Renewable Energy Siting and Electric Transmission (ORES). Article VIII establishes a comprehensive review process for major electric transmission and energy infrastructure projects and is designed to ensure that environmental, community, land use, and other potential impacts are carefully evaluated before a final decision is made. As part of this process, Orange and Rockland Utilities is conducting outreach to local municipalities, property owners, community organizations, and other stakeholders to provide information about the project and gather feedback.

Permitting Process Overview

Public participation is an important part of the Article VIII review process. Members of the public will have opportunities to review project information, attend public meetings and hearings, submit comments, and participate in the regulatory review. Notices regarding key milestones, public meetings, and formal comment opportunities will be provided in accordance with Article VIII requirements. Input received from community members and stakeholders helps inform the review process and ensures that local concerns and perspectives are considered as the project moves forward.
